Rick was sent to the Defense Attache Office at the US Embassy in Abu Dhabi to temproarily replace the previous defense attache, who had been fired. He was in training for his assignment to be the air attache in Damascus, Syria.
In 1992, the Emirates were kind of a sleepy place whose tremendous oil wealth had just begun to transform the place into what it is today. Then, it was pretty quiet. This is the old fort in Abu Dhabi.
